SURVEY & LICENSING / CLASS IV
Yacht surveys
and licensing support
Clear arrangements from document preparation through survey follow-up.
VOY focuses on Hong Kong Class IV yachts. We work with authorised surveyors (AS) and appointed organisations (AO), including China Classification Society (CCS), to coordinate charter and periodic surveys, first licensing for new yachts, and the technical and document work associated with alterations and repowering, according to the vessel’s use and the project.
When a survey also involves a boatyard, equipment, plans or an application, you can ask VOY to coordinate the parties. We work through the agreed tasks from pre-survey documents to deficiency follow-up and document handover.

WHY VOY
One point of contact
for the survey and what follows.
When documents, a yard and rectification all need attention, VOY can take on the agreed coordination work.
- 01
Coordinate the people involved
VOY can liaise with survey professionals, yards and suppliers, organise documents, actions and dates, and keep the next step visible.
- 02
Follow up after the survey
If an inspection identifies deficiencies, we can coordinate quotations, yard work, records and reinspection in line with the surveyor’s formal requirements.
- 03
Plan ahead for new builds and alterations
For construction or engine replacement, we help owners, yards and professionals agree information and milestones early, so licensing and survey needs are considered in the works plan.
These tasks can be commissioned by project. Before engagement, we explain the coordination, site and document work included, and the items quoted separately.

- 05
Hand over documents
Track agreed reports, records and certificates, and identify outstanding items.
Qualified people perform the professional work.
VOY coordinates the documents, dates and works entrusted to us. Statutory surveys, plan approval and professional judgments are carried out by surveyors or organisations with the appropriate qualifications and authority. Certificates are issued by those authorised to do so or by the Marine Department under the applicable process. We identify the proposed parties and documents when the service is agreed.
CLEAR SCOPE
Work and fees explained
before engagement.
Fees depend on the yacht’s condition, the survey or technical work required, the completeness of the information and whether haul-out, testing or yard work is needed. Our quotation explains VOY coordination, professional survey or technical services, government fees and yard costs as applicable.
Repairs, parts, dismantling, haul-out, berthing and repeat-inspection costs are identified as needed. We confirm the scope and quotation for additional works before arranging them.
YOUR QUESTIONS
Frequently asked questions
Yes. If you need only a single professional inspection, your documents are ready and your captain or yard can manage the arrangements, engaging an appropriate AS or AO directly may suit you. VOY is useful when you also want someone to coordinate documents, a yard, rectification or new-build and alteration milestones. We set out our scope before engagement.
We will itemise the fees and the arrangements we can confirm. Total cost and time depend on the yacht, professional availability, yard, rectification and review. We do not promise to be cheaper or faster than engaging a professional directly. You can assess the coordination work and quotation before deciding.
VOY coordinates surveys and related work. Statutory inspection, professional judgment and certification are carried out by people with the appropriate qualifications and authority. AS means authorised surveyor; AO means appointed organisation. The professional engaged and their scope must be confirmed for each yacht.
If follow-up coordination is included, we can record the surveyor’s deficiencies, seek rectification quotations, coordinate yard work and arrange required testing or reinspection. The survey professional decides whether rectification is complete and the requirements are met.
No. Statutory survey requirements depend on use, length, tonnage, first-licensing date and passenger capacity, among other particulars. A voluntary annual condition check and a statutory survey can be commissioned separately; they have different purposes and deliverables.
Also check the charter endorsement on the Operating Licence, applicable insurance, a written charter agreement and any other relevant conditions. A survey document is one part of charter preparation.
Contact us while choosing the design, vessel type or yard proposal. We can involve suitable professionals to confirm documents and applicable survey milestones for first licensing in Hong Kong, allowing the yard to plan during construction. Requirements are confirmed for the individual yacht.
That depends on the vessel’s existing particulars and certificates, and the extent of the change. Before starting, provide old and new equipment specifications, condition photos and the proposed works. The appropriate professional can confirm any application, plan approval, tests, reinspection or particulars update required.
Current cross-boundary yacht travel applications require vessel inspection evidence. Whether a new survey is needed depends on existing documents, the yacht and the receiving requirements. VOY checks the documents and arrangements first. Inspection evidence does not replace temporary nationality, port of entry or Hong Kong departure procedures.
Not automatically. Pre-purchase condition checks, statutory surveys and reports for insurance serve different purposes. If a lender or insurer will use the report, first confirm which survey professional, scope and format they accept.
Survey results, acceptance of technical documents and licensing depend on the yacht, required rectification and relevant review. VOY coordinates and follows up within the agreed scope, and identifies outstanding tasks that may affect timing.
