01 / SERVICE DETAIL

Set the direction before construction

We first establish the proposed use (private or charter), vessel type, main dimensions, tonnage, passenger arrangements, place of construction and expected delivery date. The Marine Department’s first-licensing document requirements vary by vessel. A Certificate of Ownership and Operating Licence are required before operation in Hong Kong waters. Whether approval in principle, plan approval or survey is also needed must be confirmed for the applicable category. There is no single plan-approval route for every new yacht.

Keep documentation aligned with the build

Within the agreed scope, VOY can organise the plans, construction and equipment specifications, certificates and test records that the yard must supply for review by professionals with the relevant qualifications or authority. Where a component must be inspected before it is enclosed, or equipment tested, the professional engaged and yard should agree the milestone in advance. VOY tracks actions, meeting records and document versions, and coordinates yard responses and revisions. We do not approve plans, perform stability calculations or issue statutory certificates ourselves.

Delivery and first licensing

Before delivery, we check the agreed document list, coordinate any applicable final inspection or test, and identify outstanding documents, owners and expected completion dates. VOY can help assemble first-licensing application documents and a handover checklist. Survey results, certificates and the licence remain subject to the relevant professional and Marine Department procedures. Delivery on a given date does not guarantee that a licence will be issued that day.

Agreed deliverables may include: a project document list, responsibilities and milestone schedule, records of professional comments and yard responses, and a document handover list before delivery or application. Resident yard supervision, design, professional calculations, overseas on-site surveys and unlimited plan revisions are not included by default; we assess separately whether they can be provided.

What to provide, fees and FAQs

Please share the proposed yacht type and dimensions, intended use and passenger arrangements, yard or manufacturer, available plans or product information, build progress and target Hong Kong licensing date. Our quotation will reflect the completeness of the information, professional work to coordinate, meetings and site milestones, yard location and engagement period. Government, professional, testing and yard fees are itemised separately.

YOUR QUESTIONS

Frequently asked questions

We can assess the existing vessel and documents, but if the applicable requirements call for inspections during construction, additional evidence or access to completed areas may be needed. Early agreement on milestones helps yard planning but does not guarantee that no rework will be required.

Yes, for a yacht intended to receive its first Hong Kong licence. We first check the manufacturer’s papers, any existing certificates and the vessel’s intended use, then confirm the scope we can take on.
